Angels lead advocacy for Texas bacterial meningitis education K-12 and college entry with some institutes of higher learning signing a wavier. This was the first law of its kind.
2005
Angels lead advocacy for Texas daycare entry requirements for pneumococcal vaccines.
2009/2010

In 2009 Frankie Milley, mother to an only child, Ryan who died from meningococcal meningitis, led the way to get a rules passed which would require not only meningococcal vaccine but also Tdap and Varicella for Texas middle school entry. Joining her in that fight was Angel mom Joan Vasbinder who lost her son Vincent to meningitis, meningitis survivors Leslie Meigs who received a kidney transplant due to her meningitis and Harley Beaty who lost part of her leg, some fingers and her hearing.
Milley also help to amended a 2001 bill which required the state of Texas to educate all school age children and their parents with a strong emphasis on ALL college freshmen on meningitis. Once again Beaty then age 5 and Meigs then age 10 at her side. Quote : "Milley has always believed that meningitis does not stop at the dorm room door and to educate or require vaccinations for only those students living in dorms is a death risk to those majority of college students living off campus."
In 2005 Milley led the advocacy for a law which required full immunization for daycare entry and adding Hep A and most importantly to Milley pneumococcal meningitis vaccine. Milley has spoken and submitted written support for vaccines requirements in health department rules and legislative hearings across the country. She has received letters of recognition from both Presidents Bush and Obama and several governors including Texas Governor Perry and California Governor Swartznager. Quote: Milley said, "I believe if children had a voice on choice between deadly debilitating diseases or a vaccine which could prevent them, they would choose vaccines. Sadly they do not have a voice. We have to be that voice. The voice of life, health, science, facts, proof and we must stand up and speak out to protect them. If only someone had spoken up before Ryan died needlessly, he would have still been here. (I can prove what took his life.)
